Dellums convened hearings on the Berkeley campus of the University of California, to inquire into the impact on social science research of the proposed federal budget cuts. The proceedings focused upon the implications of a decision by the Office of Management and Budget to eliminate federal funding for "social research" while continuing to fund neuroscientific, biomedical, and pharmacological research. Testimony explored the important policy and value premises, and the ideological underpinnings of the OMB directives, which to that time had escaped close public scruitiny and open debate.
