Beveridge at the time of writing was director of the London School of Economics and Political Science, formerly subwarden of Toynbee Hall, and director of Labour exchanges and assistant secretary to the board of trade.The first edition of this work (part 1 of the present edition) was published in 1909. From the preface: "I have attempted, not to write a comprehensive treatise on unemployment and all that is known of it in 1930, but to show how a theory of unemployment deduced from facts known in 1909, has stood the test of experience, and what has happened to policies based on that theory."
